Australia and The Netherlands hold Russia ‘liable’ for downing of Flight MH17

On July 17, 2014, Malaysia Airlines Flight MH17 left Amsterdam for Kuala Lumpur with 298 passengers and crew on board. Approximately 50km (30miles) from the Ukraine-Russian border, air traffic control lost all contact with the jet. Shortly afterwards it crashed in the rebel-held Donetsk area in Ukraine killing all on board, including 193 Dutch nationals, 43 people from Malaysia, and 27 from Australia. Other victims came from countries including Indonesia, the UK, Belgium, Germany and the Philippines.

Russia has consistently and vehemently denied any involvement on the incident, even blaming it on a ‘rogue’ Ukrainian military pilot, Capt. Vladyslav Voloshyn, who is understood to have committed suicide in March this year. Russia also denied other allegations that the Malaysia Airlines jet had been shot down by a Russian Buk surface-to-air missile, claiming that it must have been a Ukrainian military Buk missile.

However, last Thursday, Dutch investigators leading the investigation into the crash concluded that the plane was struck by a Buk missile which exploded close to the plane’s nose, puncturing the hull. They confirm that the missile was supplied by the Russia’ 53rd anti-aircraft rocket brigade in Kursk. It had previously been presumed by Ukrainian and US intelligence sources that the Buk system had been sent into rebel territory by Russia, then moved out again.

The decision was announced in a statement from the Dutch government and by Australia's foreign minister Julie Bishop.
Dutch Foreign Minister Stef Blok commented: "On the basis of the conclusions, the Netherlands and Australia are now convinced that Russia is responsible for the deployment of the Buk installation that was used to down MH17," adding: "The government is now taking the next step by formally holding Russia accountable."
"We call on Russia to accept its responsibility and cooperate fully with the process to establish the truth and achieve justice for the victims of flight MH17 and their next of kin," Mr Blok also said.

P&WC’s FAST™ solution achieves STC for PT6A-67P-powered Pilatus PC-12 NG aircraft

Pratt & Whitney Canada (P&WC) has achieved Supplemental Type Certification (STC) for its FAST™ prognostics solution on the single-engine Pilatus PC-12 47E NG aircraft powered by the PT6A-67P.

The FAST solution captures and analyzes full-flight engine and aircraft data, enabling high visibility on a multitude of key operating parameters within 15 minutes of the pilot shutting down the engine, which can be used to optimize maintenance planning and operations and further increase aircraft availability.

PlaneSense, a leading fractional aircraft ownership program, will launch the FAST solution on its fleet of PC-12 NG aircraft.

In addition to the PC-12 NG, the FAST solution is certified on the Beechcraft King Air 200/300 series, Textron Aviation’s Cessna Caravan 208/208B as well as Air Tractor platforms.

P&WC continues to invest in new FAST certifications, including in the development of an STC for the PC-12 45 and 47 series of aircraft to help meet the growing demand for advanced digital engine health management among 7,000 PT6A operators.

ST Aerospace secures first ACJ maintenance contract at San Antonio facility

ST Aerospace’s VIP Completion arm, AERIA Luxury Interiors (AERIA) secured its first Airbus Corporate Jet (ACJ) customer when it was awarded a 12-year maintenance support contract for its first ACJ, an A319.

Under the agreement, AERIA will carry out heavy maintenance works that include interior and auxiliary fuel tank removal/replacement.

While AERIA has built up a strong record since 2014 in servicing and performing VIP modification and completion on Boeing platforms, the A319 is the first ACJ that the company is supporting at its facility located in San Antonio, Texas, USA. This milestone project allows AERIA to showcase its capability and knowledge base in Airbus platforms to potential ACJ customers looking for customised VIP interior solutions.

Bombardier sees surge in demand for pre-owned aircraft in Africa

Bombardier Commercial Aircraft shared an update on the African Regional Aircraft market from the African Aviation Finance conference in Johannesburg, South Africa.

“As we seek to increase our market share on the continent, we have successfully placed a significant number of pre-owned regional aircraft with more than seven airlines from the region in the last three months,” said Jean-Paul Boutibou, Vice President, Sales, Middle East and Africa, Bombardier Commercial Aircraft. “Our market penetration in Africa is making headway. Our strategy not only further supports our aftermarket revenue stream, we are confident that it will also lead to new aircraft orders in the future.”

Latest Pre-Owned Bombardier Regional Aircraft in Africa
CemAir became a new operator of the Q400, through the acquisition and the lease of a total of three new and pre-owned Q400 turboprops. Bombardier also welcomed CemAir and Syphax Tunisia to the family of CRJ Series operators through pre-owned aircraft acquisitions. Camair-Co is also joining the Q400 family of operators while putting their first Q400 into service. DAC East Africa from Kenya added two Q200 and one Q400 aircraft. Congo Airways is adding up to 2 more Q Series units, 748 Air Services in Kenya is adding a Q400 and Q200 in their fleet. Silverstone Airways, a Skyward Express sister company, added two Q300 to their existing fleet of the same type, as well as a CRJ200 LR converted to a freighter aircraft.

Falcon Aviation plans opening of new Dubai DWC Base Maintenance Hangar facility

Falcon Aviation, UAE’s business aviation services, charter, MRO and aircraft management company, returns to Europe’s premier business aviation show, EBACE, in Geneva this month (29th to 31st May) to highlight its new business jet MRO facility at its Dubai South, DWC, Al Maktoum International Airport.

Falcon Aviation’s new facility is built on a total 24,000 m² plot size capable of accommodating up to four Boeing BBJ / Airbus ACJ sized narrow bodied aircraft for base maintenance. It includes workshops, interior solutions, a wash bay, and landside office space, plus 13,000 m² of apron.

Falcon Aviation supports its own and managed fleet of business jets and helicopters at its Al Bateen Executive Abu Dhabi Airport facilities. But its new Dubai base has been built primarily for third party customers. Falcon Aviation is already talking with existing and prospective customers to grow its MRO business.

Falcon Aviation’s new facility, which has been in construction for 12 months, is pivotal to its overall long-term strategy to bring a ‘one stop MRO shop’ to the region.

It has committed to build the necessary infrastructure to support the region’s growing business aviation market – with a FBO, Heliport (running under Falcon’s AOC), Line maintenance - and now Base Maintenance and Technical services.

Royal Brunei takes delivery of its first A320neo

Royal Brunei Airlines (RBA) has taken delivery of its first A320neo aircraft during an event in Toulouse, France.

The aircraft is the first of seven A320neo ordered by the airline under its single aisle fleet renewal programme. Powered by CFM International LEAP-1A26 engines, the new aircraft features a premium three class layout with 12 business class seats, 18 economy plus and 120 in the main cabin. The airline will operate the aircraft on its extensive regional network.

Royal Brunei has been flying A320 Family aircraft since 2003 and currently operates a fleet of six A320ceo jets.

Settlement process reached between WestJet Pilots and WestJet

WestJet and the Air Line Pilots Association (ALPA) have agreed to a settlement process through the Federal Mediation and Conciliation Service.

The parties have agreed to mediation, and if required, final and binding arbitration.

Minister Hajdu, Minister of Employment, Workforce Development and Labour had assisted in helping guide the parties to this settlement process.

Jet Flight Service opens new maintenance service center in Riga

Jet Flight Service with its headquarter in Moscow, opens a new maintenance service center in Riga which belongs to its strategic plan of developing their maintenance and engineering services to international clients.

The new maintenance facility will provide Line Maintenance Services and Base Maintenance Services for Embraer aircraft( Legacy 450/500/600/650) and Gulfstream aircraft(G350/450/550/650).

Jet Flight Service has appointed Frantisek Budin to the position of Base maintenance Manager of its new Maintenance Facility in Riga. Budin joins the company with immediate effect, his extensive skills in aircraft maintenance and experience of working with Embraer aircraft makes him a perfect match with Jet Flight Service.

FADEC Alliance to support Next-generation GE Aviation engines

FADEC Alliance, a joint venture between GE and FADEC International, has broadened its agreement with GE Aviation to include collaboration on system architectures and technologies for future commercial engines.

Under the agreement, FADEC Alliance will develop, produce, and support full authority digital engine controls (FADEC) for future GE Aviation commercial engines, furthering the company’s position in the aviation market.

The agreement builds on FADEC Alliance’s current role as the electronic controls supplier for CFM International’s LEAP* engine, as well as GE’s Passport, GE9X, and ATP engines. This expanded relationship leverages both GE’s experience in engine technology and FADEC International’s experience in designing FADEC systems. FADEC International is a joint venture between BAE Systems Controls and Safran.

BAA Training to ensure all-year-round training with flight base in Spain

BAA Training is expanding its flight base network. BAA Training Ab Initio school, currently handling more than 200 students, and having three aerodromes to conduct flight training, signed a Memorandum of Understanding with – Lleida-Alguaire International Airport in Spain.

Since 2016 actively working in partnership with Wizz Air, SmartLynx, Small Planet Airlines, Avion Express, Lao Skyway airlines and BayViet, aviation school BAA Training provides aviation community with Cadet training solutions. At the moment Ab Initio school has 218 students from more 50 different countries. Their training is being conducted in 3 different Lithuanian aerodromes with the school fleet consisting of 17 Tecnam and Cessna aircraft.

As the preparation for operations at Lleida-Alguaire International Airport is underway, BAA Training is set to run yearly flight operations starting from 1st of October, 2018. Based on BAA Training calculations such flight training adjustments will help to reduce the length of the ATPL training program by at least 2-3 months. Furthermore, the establishment of a new flight base creates additional workplaces – the company is estimating that they will need to fill in up to 25 positions of instructors, mechanics and administration staff.
